All Implementation Options must be Operationally Certified as EIP-compliant and adhere to the EIP System Specification
For manual tallies (hand counted paper ballots), proceed as usual. Just get EIP-certified first (primarily to ensure optimum consensus).
For electronic options, purchase a compliant system or roll your own!. The primary required artifact is are two EIP Ledgers.
Certification is not an expensive nor arduous process, but still necessary to ensure some kind of rigor and to instill confidence in the system artifacts
In the USA, all states are graded (A to F) on their EIP compliance
